The practical math for Baltimore City placements: a street-permit dumpster needs 2–3 weeks of lead time — the 15-day processing window plus the 72-hour sign posting. Baltimore County — The $25 Dumpster User Permit

• Fee waived for residential properties with three or fewer units, and for junk-vehicle removal — most homeowners pay nothing

One honest nuance: the county’s application form includes a placement checkbox for private property off-street, not just county right-of-way — which suggests the permit (fee-waived for residential) may apply to some private placements too. Until confirmed by phone, treat street placement as definitely permit-required and driveway placement as call-to-confirm for commercial properties.

Harford County — No Street Permits, Because No Street Dumpsters

“Dumpsters, dumpster bags and pods are not permitted to be placed on any County road or right-of-way at any time. They create a traffic hazard and a liability for both the dumpster company and, potentially, Harford County Government.”

Enforcement runs through Harford County Code § 179-3 (notice of abatement). What that means in practice:

• Every Harford container goes on private property — driveways, pads, and field edges, which most Bel Air and Fallston lots have in abundance
• Inside town limits (Bel Air, Aberdeen, Havre de Grace), municipal streets are town-run — the town sets its own placement rules, and we check per address
